There are several ways of asking and giving opinion.
For asking opinion, the question can be like these:
- What do you think about....?
- How do you like.../ feel about.....?
- What's your view/ opinion on ..........?

For giving opinion, the phrases can be like these:
- I think/ believe/ suppose....
- In my opinion/ view,........
- If you ask me, I'd say that......

Here's the example of the dialogue:
Phil: Hi, guys, what's up?
Flavia: Hi, Phil, we've just read the news about the mayor's plan on new public transport.
Phil: What about it? It's about time, don't you think so?
Kim: Yeah, absolutely.
Aldi: Sure, but I think it'll take sometime for people here to use it.
Flavia: Why do think so, Aldi? The public transport will be easier, cleaner, punctual and comfortable than the old ones, not to mention the facilities and the economic prize.
Aldi: True, but in my view, people here are too lazy to take it, because of having to share with others, the waiting and the worst part for them, the necessity to walk to the exact destination.
Kim: I agree with Aldi. Most people here prefer using their own cars.
Phil: Well, surely, the government has already had that in mind and will impose a certain regulation or maybe even punishment for its violation.
Aldi: Of course, but I suppose they wouldn't care about it as long as they can drive their own car.
Flavia: Aldi, how can you be so pessimistic? Have more faith in it, would you?
Kim: The thing is, Flavia, it's people's habit here. Perhaps it'll change but might take sometime.
Phil: I'd say it won't take that long.
Aldi: What makes you think so, Phil?
Phil: I guess optimism is one thing, the other one would be my faith in the government. The current one is much better than the previous one and they have proven it. I'm sure they'll solve such possible problem and with a bit of a push or perhaps a force, if necessary, the people will use it eventually.
Flavia: Hmm, I believe such can be done.
Kim: Finger crossed, then.
Aldi: Aye, only time can tell.
